Our Community of Cottrell`s Cove
or Legally, The Local Service District of Cottrell`s Cove.
 
Located N 49 Degrees, 16.463 min. and W 55 Degrees, 16.986 min. on the northeast coast of the Island of Newfoundland.





                  HISTORY
 
Our history on the shores of New Bay dates back to the late 1700`s when the  Beothuk Indians  had many wigwams set up along Manuels Brook and at Wigwam Cove. European settlers came to catch salmon from the many brooks and rivers of New Bay. My great grandmother, Tamar Rowsell had a great uncle, Thomas who was killed and beheaded in 1789 by the Indians as he was taking salmon from his weir at the mouth of Southwest Brook. Southwest Brook is now called Mill River that flows into New Bay at Point Leamington. The Rowsells were part of Matthew Wards salmon catching crew and were the first to have a tilt in Cottrell`s Cove. There are reports of many fights with the Indians after the death of Uncle Thomas right here and also at Wigwam Cove, near Moores`Cove. My grandfather, many years ago told me of many tricks they used to fool the Indians as they tried to survive year around living here.        Soon came the Manuels, shipbuilders from Exploits, to cut timber and to build  many schooners on the shoals of Manuels Brook right here in Cottrell`s Cove. The last four mast schooner ever built in Nfld, the "NINA", was built right here on the shoals of the brook by Jacob Manuel.

REPORT ON IGOR Sept 23, 2010
 
 We came through here with all our services in tack. The island of NFLD is cut in half with the TCH still closed with a bridge washout going to St. Johns. I did lose one old shed on the waterfront that turned into driftwood in about five minutes. Been busy trying to clean up the waterfront for the last couple of days. We need to rethink our emergency plan for sure after the worst storm ever to hit this island

ON MAY 18,2011 at about 7 pm we had to call in the provincial forest service to check on a fire that got started in our local dump. Apparently a bunch of scrap cars that were awaiting pickup were set on fire. The was very little wind but we were concerned that the fire might jump to the nearby trees.
We want to thank the water bomber crew that was diverted to Cottrell`s Cove to take a look at the fire on a trip back from Labrador to Gander.
Since we are in the fire season and all outside fires are banned, we all have to be cautious so we do not have the same problem like Slave Lake in Alberta. No water was dropped at that time but a ground crew was dispatched the following morning to make sure the fire had gone completely out after the rain fell later in the night.
 
 
 
              BEAVERS IN MANUELS POND AGAIN
 
We just recently discovered that beavers had again moved into our water supply and were making Manuels Pond their new home. Even with chlorine treatment our water resources people would like all beavers out of drinking water ASAP. It took a call to the Inland Game and Wildlife Authority for assistance to remove the rodents and in just over 24 hours the two beavers were removed with live traps and taken to a new home over 60 km away.
     Nfld now has a new game warden system operating under the Justice Dept. and the new game wardens are armed like the RCMP and Federal Fisheries Officers. They can remove beavers and also catch poachers on the same day. See picture of the live beaver below...

COTTRELL`S COVE GETS NEW PAVEMENT
 
On Sept. 12, 2011 Penney Paving completed approx. 2 km of pavement re-capping on the main road through our community. We had some concern that the job would never get started this year. It took some high level meetings between the contractor and our local MHA, Clayton Forsey to get the job back on track. I understood there was some problems getting the asphalt and the crushed stone mix to satisfy the government engineer and the job was nearly cancelled since the Penney crew had other contract obligations to meet elsewhere on the island.
    So on Monday the job was completed in Cottrell`s Cove and the crew moved its equipment on to do some re-capping in the lower end of Fortune Hr. The re-capping is a hugh improvement on the old pavement that was laid down in the 1970`s. We have to thank Mr Forsey who finally made good on his promise and to Fred Penney and his crew for doing a really great job for us as usual.

GOOD NEWS FOR PEOPLE USING THE WATER SYSTEM FROM MANUELS POND
 
We requested some time ago a special assistance grant to repair our water system and we have been awarded a grant for $20,000 on a 90-10 share basis to be used this fall. We need to get our leaks down from approx. 28 gallons per minute to about 10 gallons per minute. If we have leaks totaling over 30 gallons per minutes we have low pressure in the higher levels of town. Manuels Pond is located just over 180 ft above sea level and is gravity fed to most people on the system. With a lot of the leaks fixed we can again afford to remove our BOIL ORDER and enjoy our great clear water. We were successful last time in doing just that about three years ago. The old system installed in the 1970`s is badly in need of replacment but we have problems as a local service district getting a bank to loan us funds.
Right now we are able to direct some of our own money into this project together with our 10% of the grant.
    Thanks to ALL inside the provincial government who listened to our call for help and especially Clayton Forsey, our MHA, for going to bat for us again.

            This is a picture here of Bob, our water witch with his coat hangers, who located the cross connections and service lines. We also had several others in training for the job. I had a try and it works most of the time and I do not know the reason..???

     Our 2011 water project was a great success.
 
We were successful in cutting our water loss from 28.8 gal. per minute down to 11.7 gallons per minute. We have seen a great increase in pressure and more volume to the higher levels of town. Thanks again Penney Paving  and part of their water crew that worked on the project. Penneys hired three of our local guys to make up a crew of five. We spent all of our government grant and some of our emergency funds we had saved. Thanks again to everyone that worked on the project. Also to the people for their patience with all the interruptions in service that was encountered. We can now look foward to having great water again for many months to come.

Note to visitors to this page who might be thinking of buying summer or full time property in our area. 


We have gained several new residents in the past couple of years that have bought or built homes in this area. We have some new houses for sale and some more that belong to residents who have gone to Alberta to live. We have some land overlooking the ocean and some more that is more sheltered and back away from the cold winter winds. The air is fresh all the time and not polluted like many parts of Canada. You will seldom find use for and air conditioner. The night are usually cool for sleeping even on the warmest days. We are a very quiet community with about 80 full time households and also 40 cabins or cottages that are occupied part time. We have a new water treatment plant that supplies potable drinking water without a boil order and the community water supply and garbage disposal is managed by the Local Service District Committee of Cottrell`s Cove. We only collect fees for services and not poll or property taxes.

  The Local Service District of Cottrell`s Cove was set up by the Government of NFLD and takes its direction from the Department of Municipal Affairs like many other local service districts throughout the province.

  Walking Trail to Flurrey Bight and other tourist projects in the Cottrell`s Cove area.

A new Recreation Committee was just put in place to go after funding for a new walking trail to Flurrey Bight and to continue on from there to the Fairy Hill Lookout Site at Fortune Hr. This trail will follow the  old historic route used by early settlers to the New Bay area.

Another project is the building of a lookout and picnic site on Yellow Fox Island with toilets and a boat haulout ramp at that Moores Cove location. Many visitors came in past years to view icebergs for free  and  can look forward to a better viewing spot and of course we will not charge to visiting people to use our lookout as is being done in some nearby communities.
 
Winter Tickle Picnic Park
We have applied for a picnic park site at Winter Tickle Lake, former property of the New Bay Boys and Girls Club. Cottrell`s Cove has been awarded the area now that  a problem we were having with the provincial Tourism Department has been cleared up. We were encouraged by Crown Lands to apply for the site to keep it in public hands only to be stopped for some time by the government department that should be helping us. We were advised in early 2009 that our application had been approved. We will try to move the project fwd in the coming year with help from the Exploits Economic Development Association. Our sourrounding area lacks a place to relax, swim and have a lunch especially in the summer months. The whole province of Nfld lacks public picnic areas along the highways. Other provinces and states in the USA have many places that a tourist can stop and relax on their travels. We would like to restore this site to the way it was with the previous Boys and Girls Club infastructure plus put in a few picnic sites with some picnic tables. Site on a smaller scale but similar to to the ones  you would find near service centres along highway 401 in Ontario.
We thank Crown Lands  for approving our application and as soon as the official paperwork arrives we hope to get the project underway.

     GARBAGE COLLECTION

We have been informed in a meeting held at Point Leamington last night that there will be no change in dumping arrangements in our zone till at least Feb. 2012. Our dump remains open till then and I can`t see the provincials trying to close dumps and cover over landfill until spring. So now we can continue on with our dump cleaning and billing at least till the end of 2011...wy
 
        ADDED NOTES
There is some confusion about the timing of the arrival of several more compactor trucks to be used in several areas of the zone. The provincial government will have to spring for more money to buy more trucks in order to pickup everywhere needed.
Arrival of the extra trucks might slow down the closing of our dump. Our dump will have to remain open until such time as a compactor truck is ready to pick up in Cottrell`s Cove and Fortune Hr.
     It also looks like there will not be enough garbage for a load for a compactor truck if we have one pickup every seven days. We may have to have one pickup every ten days to keep the cost of the pickups down.
Hopefully everything fall into place once the service starts.
 
 
 
         New garbage collection in place for 2011??
 
     We are changing over to the new waste collection system that has been put fwd by the Government of Nfld. Our new waste disposal site will be near Norris Arm North about 50 miles away. We are still in discussions with CNWMC on how we fit into their plan. We have been told that our waste disposal cost will go to about $190.00.

At this time there is a pilot project on New World Island using a compactor truck so a true picture can be obtained of the pickup cost. The study has found that the pickup costs are much higher than in town because of the distance between households in the rural areas.

 Still some confusion over the rate for cabin owners in our area. We are electing for the curbside pickup and we may drop collections from cabins that are owned by residents that own property in another town in our pickup area. We can see problems trying to get the new system in place. I believe it will be a good system since our local dump will be closed forever. Just got to make sure there is no dumping in the bushes along the road or overboard into the ocean like in the days before the local dump was in place.  I am still trying to figure out the new system info so I can it pass along to our residents.

The new central dump is behind schedule but a lot of the transfer stations have been built. It looks like the garbage from the West Coast of the island might be trucked to the Norris Arm site because of the extra capacity there. It should help bring down the costs somewhat.
Many towns in NL are concerned about the added costs to residents on fixed incomes with the new system. Right now they are confronting the provincial govenment asking for some financial help getting the new system in place. Robin Hood Bay Dump is already having problems
with bad odors under certain wind directions. With all the empty space available in Nfld, you would think that the dump could be relocated away from the City of St. John`s. Someone has missed something here I believe......... We have been notified that the new pickup for Norris Arm will start in the last quarter of 2011. Maybe just after the next provincial election? I believe the provincials should give some cash back to people on fixed incomes to ease in the new system. Something like the payments made in Ontario before the HST was put in place.
As a local service district, we should be able to use the same costing plus increase for full time residents and use our normal one half rate plus for our cabin owners in town as we do now.
The provincial government has assured us that they will put teeth in the collections and ticket people found dumping in the bushes. If we fail to collect, then the waste management authority will sure come up short since we will be bankrupt and our water system will shut down.
There lies a much bigger problem. Time will tell how well the new system will work!!
